EDIT: No, the previously mentioned workaround didn't help, it took a bit longer but it's back anyway.

I started experiencing such issues after the NoScript was updated to 10.1.8.9. Often even subsequent attempts to reload websites didn't help and I had to retry many times.
After rolling back to NoScript 10.1.8.8 the problem disappeared.

Small bug report for the new WebExtension:
In private window, clicking on the toolbar NS icon does nothing. E.g. when there's something blocked on the website displayed in private mode, I can't do much about it that way.
