There is no any external app or antiviruses.
I also tried it in clear VMware with nothing installed except Firefox and I have the same result.

I can't tell you the certain NoScript version, but I definitely know that issue started after moving to WebExtension-version, when Firefox blocked old-style addons and forced to use WebExtension.

Accidentally I figured out why it happens.
I fixed the issue by changing parameter "enforced": from true to false in "noscript_data.txt".
Its OK now.
