Brave is not an officially supported browser , and the Chromium Manifest V3 version of NoScript is known to still have some rough edges even on officially-supported Chromium-based browsers. Click in the middle of the top area of the NoScript popup, it should then say "Drop here to hide" and in this mode you can rearrange those actions by drag&drop.
