Confirmed that it was a bug (ups.com woudln't let me change the text tag of packages, I couldn't login on a hobby store).
Also confirmed 2.6.9.8rc2 fixes the problem.

Is there any services.sync.prefs.sync.noscript.* or services.sync.prefs.sync.capability.policy.* preference in about:config ? If there is, please reset it. There are hundreds of services.sync.prefs.sync.noscript.* entries. How do I reset all of them? I reset the capability.policy.manoscript.sites.
