Okay in a fresh PM Profile I did the following:
Install the current NS release (as suggested).
After allowing as many as 4 iterations of permissions to requests in NoScript I was able to get the video to work with the current NS release.
So I'm thinking that this same thing would be the case if I revert back to the current 5.0.6 that Pale Moon recognizes as the most recent NS for the Pale Moon browser.

And yes, as I thought NS 5.0.6 gives the same result; the video works as well after multiple iterations of permissions to requests by NoScript are done.
So in the knowledge that my version of NS (5.0.6) works in a fresh profile I returned to testing my default profile.
I ultimately (after extensive testing) found that I do not have to allow any more NoScript permissions that I already have allowed so NoScript was after all not the problem, but instead there were two factors involving other extensions that needed to be changed.
These two things needed to be done to get the video to work:
1) Disable Disconnect from blocking Google.
2) Add foxnews.com to uBo's whitelist (i.e. disable uBo for foxnews.com).
These two things were all I needed to do to get the video to play and if either are NOT done then the Video fails to play.
I was using logical deduction that if I disable NoScript the video plays that the problem would necessarily have to be with NoScript.
Obviously deductive logic does not apply when it comes to add-ons.
ADDENDUM: Issues with more current NS builds have been reported, one example:
