I bumped into this topic trying to report similar enhancement proposal (for the current version - 10.6.1).

ALT-SHIFT-N opens the permission "popup"
←/→ - changes permissions for the first domain on the list
↑/↓ - could move to the next element on the list ("List full addresses" turned on)

Currently ↑/↓ also changes permissions. It is required to press TAB/SHIFT-TAB multiple times to move the focus to the another domain. It makes it impractical as using a mouse is much master. With ↑/↓ behaves properly it would not be a case.

I could reproduce as well, in the Options tab (maybe the confusion for those who couldn't reproduce is that it does not happen in the popup).
About to release 10.1.6.2 stable, I'll give keyboard navigation some much needed love (especially for accessibility) in next iteration, thanks!

I was able to reproduce exactly.

Open a Blank tab,
Click on NS icon that has "?" (or open settings page from FF Hamburger menu, Add-ons - NS - Click Preferences)
NS Settings/List Tab opens
Do not click on page (tab)
When I use down arrow "First" entry in List is the one that accepts Arrow presses by changing as user describes
If I click on Blank space in Tab "before" using arrows, then the Page scrolls as expected.

Maybe this is a Feature? ;-) :-) :-)
forgot to mention: NoScript 10.1.6.1 in FF 57.0.3 on Kubuntu in a VMware

I too have just tried the sequence on my Win10 computer and running FF FV57.0.3 with NS 10.1.6.1.
After clicking on the NS icon at the top right of my FF window and then pressing any of the four arrow keys, absolutely nothing happens. No scrolling, no changing of presets, nothing.

I am in my W10 right now, and have updated NoScript to beta 10.1.6.2rc1. If I understood correctly what you describe, I cant replicate it in this computer. I ll try later in my W7, before updating NoScript to latest beta, and post what I find.
