youtube-dl can get it.
Seems it gets the m3u, then downloads each -frag part, interactively building the entire clip as it does, then deletes all the associated -frag's.

Oh, at some point, certainly not from the onset, I do see the FlashGot Media did pick up on the -frag's, & if that is the case, then you can download them [all]. As far as putting them back together - in a usable fashion... it's been some time, so I don't recall, but as suggested in your other thread, look at the FFmpeg end of it to do the joins?
