I don't think its referring to Flashgot, it means the downloader. Have you checked your firewall to see that the DOWNLOADER is allowed access to conduct traffic? According to what you said, it would be JDownloader and since its java based, you might need to permit java as well.
Although the error in the way its displayed would suggest that its an issue communicating with the tiny webserver that is built into Flashgot that allows for certain cookie and HTTP manipulations, it would be the flashgot.exe but its inside the flashgot.jar file inside the XPI file that it uses for the addon to run so that should not be an issue usually. As a packed chrome component, it should inherit its internet access from the browser settings, so you shouldn't have to explicitly allow it and really can't, unless you are running the addon unpacked.
